Dear Ms. Outlaw:
Be advised that pursuant to MS Code section 21-3-15, (9) this is formal notice that I veto any and all motions associated with the repeal of Ordinance Number 2008-5, approval of the motion(s) adopting Ordinance Number 2009-3, approval of the motion(s) adopting Ordinance Number 2009-4; the motion(s) to abolish the Park Commission and the motion to establish a Park Advisory Commission; presented by, Alderman Richard Corey and Alderman P.C. McLaurin Jr., at the June 30, 2009 Recess Meeting of the Starkville Board of Aldermen. My reasons for vetoing said motions are as follows:
Veto of the motion to abolish the Park Commission is based on the following reasons:
1.Starkville park and recreation programs have seen unprecedented growth in the twenty-six year history of the Park Commission. Abolishing the Park Commission threatens to slow future progress of park and recreation programs.
2.Mississippi House Bill 1833, which enables the City to assess a 2% tax on prepared food and beverages, designates that 40% of the revenue from the tax shall be distributed to the Park Commission. Absent action by the Mississippi Legislature, the abolishment of the Park Commission places such revenue in jeopardy.
Veto of the motion to establish a Park Advisory Commission is based on the following reason:
1.The need to establish a Park Advisory Commission is rendered moot by the veto of the motion to abolish the Park Commission.
Veto of the motion to appoint members of the Park Advisory Commission is based on the following reason:
1.The need to appoint members to the Park Advisory Commission is rendered moot by the veto the motion to abolish the Park Commission.
