Why does City Hall want to change Parks and Rec?

What is really behind CAO Lynn Spruill’s desire to dissolve the Parks and Rec commission as it currently is now and bring under direct supervision of the BOA? Does the Board really need something else to slow them down?
Instead of throwing the baby out with the bath water, the current structure and personnel should be retained with training to be put in place to remedy any problems. The current Commission has done a great job and should be commended. Otherwise, we might end up with 3 public votes and have to wait 7 years to hold a soccer or t-ball game.
